CUPE 59 Collective Bargaining Update

Our current Collective Bargaining Agreement expired on June 30, 2023.

In January 2023, CUPE 59 sent a bargaining survey to all members to collect information and feedback for the next round of bargaining and approximately 710 members have completed this survey.  Our intent was to get to the bargaining table as soon as possible and use the information provided to formulate our bargaining proposals.  The CUPE 59 Executive Committee is seeking a fair, negotiated settlement that will be ratified by our membership.

Issues that were brought forward by the membership through the survey were wage increases, hours of work, working from home, improvements to vacation, compassionate leave, improved shift differential, boot allowance, retaining deferred leave and EDOs and a number of other proposals.

The CUPE 59 Bargaining Team has met with the Employer a number of times and further bargaining sessions are set up for February and March.

Changes to the Health & Dental Coverage

TO ALL MEMBERS OF CUPE LOCAL 59:

REMINDER: Effective January 1, 2024, the following changes to the Blue Cross benefits will be in place:

  • Lowering Extended Health Benefits para-medicals percentage coverage from 100% to 80%.
  • Adding a $5 per prescription deductible.
  • Lowering dental coverage from 85% to 80% for basic and 65% to 50% for major.

These changes are being implemented to address the plan deficit and will assist in reduced overspending.

Adjustment to CUPE 59 Medical Leave Balance

During the last round of collective bargaining between the City of Saskatoon and CUPE 59, the parties agreed to run a medical leave pilot from January 1, 2020 to June 30, 2023. The pilot permits the use of sick leave credits to attend medical appointments that cannot be scheduled outside of regular working hours based on the rules set out in the pilot.

The Collective Bargaining Agreement is set to expire on June 30, 2023 so the medical leave balance has been adjusted until June 30, 2024 to 5.0 hours for Full-Time and 2.5 hours for Part-Time/Seasonal workers.

Blue Cross Benefit plan rate changes, effective January 1, 2022

REMINDER Blue Cross Benefit plan rate changes, effective January 1, 2022

The Health Spending Account (HSA) will be terminated December 31, 2021.

 All claims for allowable expenses incurred prior to the termination date (2021 receipts) will need to be submitted within 30 days following December 31, 2021 (deadline January 30, 2022).

Single $17.00 per pay period ($34.00 per month) ($408.00 per year)
Couple $34.00 per pay period ($68.00 per month) ($816.00 per year)
Family $47.60 per pay period ($95.20 per month) ($1,142.40 per year)

2019 – 2023 Contract Ratification

TO ALL MEMBERS OF CUPE LOCAL 59:

The CUPE Local 59 membership has ratified its new Collective Agreement for January 1, 2019 – June 30, 2023.

On February 24, 2020 City Council ratified the CUPE Local 59 Collective Agreement.

The Employer will be working towards calculating retro pay and adjusting salary schedules for approximately 2100 members of CUPE Local 59.  The Employer has indicated that this may be completed by approximately the end of April, 2020.

The Executive Committee will keep you up-to-date on this matter.
